Yet Another Way Bush Screwed New Orleans.

That's right, Bush has been screwing New Orleans and all of Louisiana for five years all leading up to this catastrophic disaster. Although his administration has given $1.9 billion to Corps Civil Engineering Projects (second only to California) they needed much more. The other states didn't have a city that was under water (before Katrina) nor did California have a Cat. 5 storm hit it.
Knowing this, why didn't Bush send the money for Construction Projects!!! I mean, sure he funded the Corps a little, but that was all spent by the poor legislature of the state of Louisiana for things like new locks (instead of inexpensively fixing the old one). He never ONCE forced them to spend that money on repairing the levies that could have withstood a category 3 storm if they were in perfect condition.
If you can't depend on the President to tell your State Government how to best spend their money to take care of its citizens, then who can you count on?
